Subject: Conflicting directions during reinstall of KfW-2.6.5-beta 1
KfW-2.6.5-beta 1 with OpenAFS-1.3.7004
The install ran the uninstall of the previous version, and it popped
up a window that said I had to reboot, but the install of the new
version was still there ready for me to press next, so I did!
Well then after the install completed and a reboot, it complained
it could not load leash32, so I uninstalled, rebooted and reinstalled,
and then rebooted again.
Moral of the story, if the install knows the previous version needs
a reboot it should not continue until after the reboot.

utils.nsi: Fix RestartRequired function to actually determine
if a restart is required
kfw-fixed.nsi:
- Add support for compiler version 1400
- Fix terminal server key deletions
- Delete leash32.exe on uninstall
- Correct the logic of the call of RestartRequired
