Subject: Build Script - Update for 64-bit Windows build

Changes for 64-bit Windows:

* add bin/amd64 to 64-bit builds but not 32-bit builds
* remove bin/i386 from 64-bit builds
* add lib/amd64 to both
* no NSIS installer
* MSI installer
  - must define CL1310 or CL1400 depending on the compiler
    and CRT used
