Fix installed message catalog uses in kdb tests

In src/tests/Makefile.in, rename RUN_SETUP to RUN_DB_TEST, and include
"LC_ALL=C" in the definition to avoid using the message catalog.  Also
include $(VALGRIND) for consistency with RUN_TEST.
