Subject: need way to get version string

We need a way to ask a krb5 installation what release it's from. At
the very least, klist should have an option to show a version string
for the release.

---Tom
We've already got "krb5-config --version", but having version flags for
kinit, klist, kdestroy, krb5kdc, etc., would be a good idea. Perhaps
even the programs in appl too.

Make patchlevel.h be the master version file.
