Ticket History #1800: "-passwordserver" introduces global and is specific to Apple

Apple password server support introduces global into svr_principal.c for
the state of the "-passwordserver" flag. We should be using some other
mechanism to pass this argument around.

I'd rather you introduce a generic password sync hook. It's hardly as
if Apple would be the only ones who could use a password sync from
kadmind.
