Yes, it has. I notice however that during the make I get the error
message that 'tcl.h' cached is NO and that this is required for the
test sequence (which does not work). tcl is installed along with tk
and all the files appear to be in the correct places (Tcl works
fine).

Any ideas?

Have you tried adding a --with-tcl=/path/to/tcl to your configure
command line? Some platforms won't find tcl.h or libtcl if tcl is
installed in /usr/local, so you'll have to specify
--with-tcl=/usr/local in that case, for example. Also, what platform
are you seeing this failure on?
