Subject: Web page recommends send-pr, but it kind of sucks

I started to file a doc bug today, however, it turns out it is
already fixed in 1.6.1. Congratulations.

However, your web page strongly recommends using send-pr, but send-pr
isn't included with most distributions and didn't work when i tried
to build it from source (it failed trying to read /usr/local/share/
gnats/mit). This consumed a frustrating amount of time. Also, looking
at your archives, you aren't using the script internally. If you want
nicely formatted bug reports, I recommend a webform.

Subject: krb5-send-pr is difficult to use and largely unnecessary
I'm not sure what web page this report refers to (and Richard probably
doesn't remember after six years). If there is a page recommending send-
pr or krb5-send-pr, it should be changed to recommend sending mail to
krb5-bugs@mit.edu.

In a similar vein, krb5-send-pr should probably just print out a message
saying to send mail to krb5-bugs@mit.edu, and maybe suggesting some of
the kinds of things to include in the report. We could remove it a few
releases after changing it that way.

I've changed the ticket subject accordingly.
Here are some krb5-send-pr references which should get tidied up with
this change:

* The top-level README file (probably what the original bug report is
referencing, since this gets copied to the release web pages).

* The man page installed from util/send-pr. Probably we should just
remove this.

* src/plugins/kdb/db2/libdb2/README

I don't remember the original report, but in the 1.12 release notes, here is
an excerpt referring to krb5-send-pr:

Reporting Bugs
--------------

Please report any problems/bugs/comments using the krb5-send-pr
program. The krb5-send-pr program will be installed in the sbin
directory once you have successfully compiled and installed Kerberos
V5 (or if you have installed one of our binary distributions).

Start the process of deprecating krb5-send-pr. In practice, it causes
frustration for some users, and free-form email is good enough for
most bug reports.

Continue to install krb5-send-pr for now, but plan to remove it from
the tree in the future, probably replaced by a script that instructs
the user to send email manually.
