I disagree that a configure option should exist to disable replay caches.
The Kerberos specification requires that they be used so making
them easy to disable is not desirable.

Then perhaps you should put removal of the
--enable/disable-kdc-replay-cache option from kdc/configure.in, and
documenting the change from 1.2, onto the 1.3 task list.

They're of limited use in the KDC, I think.
already fixed in 1.2, anyway.
