KfW mnemonics do not work in 'options' tab

There are the 'home' and 'options' tab, and in the home tab we have several buttons, most of
which have a mnemonic/shortcut (e.g., ctrl-t). These shortcuts do not work when the display is
on the 'options' panel.

This was fixed in KfW 4.0.1 along with #7441, when keytip navgation was enabled.
