Recent changes to lib/krb5/os/localaddr.c add support for an SIOCGSIZIFCONF
macro, I think just for recent versions of AIX. This changes didn't find
their way into the duplicate code in kdc/network.c.
krb5kdc aborts on AIX 4.3.3.

Copy part of localaddr.c over network.c, from #ifdef HAVE_SA_LEN to
the end of foreach_localaddr().
